Scott Roper is San Fransisco's top hostage negotiator. Joined by a new partner, Keevin McCall, Scott shows him how to do things, even if they aren't by the book.

When the ruthless killer Michael Korda comes into town, however, Scott finds that it may be more than he can handle. Pursuing him after a bank robbery, Scott fails to capture Korda, but does manage one thing: To get on Korda's bad side. Suddenly, things get bad when Scott's girlfriend is kidnapped and he is forced to come by himself, without police help, to get her back.
