Simon Templar is a man of thousand faces and many more identities. He is also cold, trusting no one, until he meets Emma Russel, a scientist who has stumbled onto Ivan Tertiak's ambition: To become the first czar of the new Russian Empire. In a city without energy, a world without hope, he is running a scandal that could make him the hero of the city, or, if someone else were to announce it, the enemy.
